No, you must sell to, and charge the same price to, buyers in all 48 mainland states. If you are losing money shipping to the West Coast, then you should raise your prices, either on the shipping, or on the item itself.

In addition to what @Seller_nRFmxiQg4EGrw shared, you can change your shipping settings if you have a professional account. If you have an individual account, you can only change your price....your shipping *credit* remains the same for all lower-48 buyers.

Yes, but that rate must be the same for all states other than AK and HI. You can't set a separate rate for various zones.

Free shipping is never free. You must charge all customers for the most painful (high) shipping costs you will incur. That is ... if you want to earn money.

You best bet is to turn off free economy, unless you have premium options which I believe requires you to keep it. If you do need to keep free economy to the 48 contiguous states, set it at the worst option possible to make it unattractive (which I believe is 4-8 days) then create a standard shipping template and break it up into zones, then charge different pricing accordingly. Maybe absorb the average shipping cost into your price and don't charge for the closest half of zones, then charge the difference.
Example: if average shipping cost is $8 and to ship to zone 5 is $12, then bake the $ into product cost and charge $4 shipping to the 5th zone from you.
Unless you're my competitor, then just charge obscene shipping rates to everywhere.

The bottom line here is that if you're selling something so cheaply to where a few extra bucks in shipping is losing you money, then don't sell it! Why even bother? Unless you're selling 100's of said items in a day, then you won't earn any significant profits. Right?!?
Stop running yourself ragged trying to profit a few dollars out of each transaction. It's time to find something else to sell!!
