even after getting a GTIN exemption, at the time of creating a new listing, it ask to apply for GTIN exemption again. I have repeated this process few times now but no results. even contacted the seller support and i was asked to use the template file for uploading the products.

GTIN exemptions are for a brand and a category.
Does the item you are listing match exactly the brand that you applied for? Is it also in the correct category.
Also how long ago did you apply for the exemption, from memory I believe it takes a few hours for the GTIN exemption to be added to your account once you have been authorised.
