It is possible that the inventory is reserved due to the complaint. It is necessary for you to contact the Account Health team directly through your account for assistance. They will need to determine if they can allow a removal order for the impacted items.
You can check the status of any restricted listings on this page, Product policy compliance and you can submit an appeal via this page if you haven't done so already.

You can not create removal order for the units or products which are under investigations.
