Do you mean that you have a brand registered with brand registry, that you want to allow someone to sell?

Usually when Amazon says I need permission from a brand to sell I just goto my supplier/brand and ask them for a Letter of Authority (LoA) authorising me to sell. I forward to Amazon and all done.
I presume if you want to give another business permission to sell your brands you do exactly the same and issue them a LoA
