Getting charged EFN fees instead of PAN-EU

Some of our products were flagged as "food and beverage" by Amazon, which is visible in the Pan-EU dashboard. This leads to them being excluded from Pan-EU benefits, even though we are VAT registered in Italy and allow storage there.

The issue seems to be only with the Italy marketplace, as in all other EU marketplaces we get charged the domestic FBA fees. The products are all child ASINs of 2 parent ASINs. It also seems to apply randomly to some of them, since we have child ASINs that were not flagged as food and beverage.

The products in question are soap dispensers, not food or beverages and I already opened a case for this with the complete ASIN list: 10753351132

Seller Support seems to not understand the issue and just repeats "I can confirm that your product is ineligibile for Pan-EU".

Does anyone have a workaround to fix this categorization problem or do I need to open 100 cases until I find the 1 SS that does not just copy-paste what his tool says and actually works on this?

Any help is appreciated!
