My name is Sandy from the Community Manager team here on forums.
I reviewed your case ID 17485868451 and assuming you have questions regarding your Brand Registry Application status.
Brand Registry support is offered to sellers who enroll in Brand Registry. Typically, seller support transfers to the Brand support team if sellers need additional help. I don't think the link to https://sell.amazon.com/brand-registry was accurate in this situation so I am checking on that internally.
Going back to your Brand Application case, could you send me the appeal link for your application? (assuming you have already appealed)
This will allow me to give me some ideas on what could be the reason and provide some additional insights.

I heard back from the Brand team.
Now that some marketplaces are in vacation mode, that's good. However they still see your Amazon Pay account blocked. Please work with Account Health and appeal this from your account health dashboard for the appropriate team will review.
Until this has cleared, they mentioned you will still remain ineligible for Brand registry. Hopefully that helps with the direction and next steps. Let me know if you come across anything else.
