Have you refunded already without them returning the item to you? I would always see if the customer would be willing to a partial refund if they are unhappy with the condition received. If they want a full refund, then they must supply photos of the condition received and only refunded once received item back.

As per the above - whats actually happened?
Normally, customer will open a return request, amazon will provide a label and the customer will be refunded at first scan.
If you refunded them, then asked them to return it and they haven't...well, yes, they should still return it, but you don't refund without getting the item back (or at least refunded at first scan)
