I have been trying so many ways to close my Amazon Seller account with no success, and AMAZON keep charge me, even from my buyer account without my permission, and no refund after i have tried to contact Amazon buyer account team, they said the charges from the amazon seller team, they are not able to refund me, so i have sent so many emails, messages to amazon seller team, but no one could help me.

This is NOT the place to appeal, as no-one from Amazon will see your email. What are the charges for ? - is it the professional plan fees - £30 a month ? -or something else ? If so you need to downgrade by going to Settings - Account Info - Your Services - Manage, and downgrade to individual plan.
Was your account deactivated for any reason ? - because if so you cannot permanently close a deactivated account, you may just need to leave it to go dormant. Then you need to make sure all marketplaces are on holiday settings and there is no inventory anywhere.
