Need a help which resolve my issue to start my business on amazon.

My product as baby carrier bag and I was trying to list it into platform(amazon) but I got one issue in generic way like "you're not eligible to list your product" see I'm new to seller central. If i'm getting a general reasons then How could I find and fix an issue? Am I right?

I did attached photos of my product and invoice bill for a purchase: but still i'm getting same reason.

any one there could you pls help me to fix the issue?
