On Time Delivery Rate metric

Please tell me if I am missing something here.

I am a SFP seller.

I buy all shipping via the buy shipping option.

The Amazon rules 'seem' to clearly state that "SFP Program eligibility is calculated across a 7 day timeframe using only On-Time Shipment, Buy Shipping usage, and Cancellation Rate metrics "

However I am being penalised withextended delivery dates because.

"we see that your On Time Delivery Rate metric is 95.3% which is not meeting the requirements of 97%"

All orders were shipped on time ect but delivered late by DPD.

As a result my delivery date is showing extended on the detail page and I have had just 2 orders today.

Can anyone explain this to me please.
