How to prevent new items sold in "used" condition

When a buyer returns an item, it is supposed to go through some kind of condition inspection by the Amazon FBA team. If deemed re-sellable, it goes back into inventory. However, after having removed 1000s of items over the years, I have noticed 90% of them are NOT in re-sellable condition. I sell sunglasses and eyeglasses. Once the item has been tried on by a buyer, that item always have finger print and nose grease on them. The next buyer will definitely see that and deem them "used" or , worse, declare they are fake or Not As Described.

If FBA can't do this job properly, how am I supposed to prevent this problem? There is no way for me to set up FBA to automatically remove all returned items so they are not re-sold unless I get them back and examine them. But the ones that are put back into inventory by the FBA team are 90% of the time not in sellable condition.

This FBA policy is putting my business at risk of being shut down. Is there any way to remove these returned items BEFORE they are re-packaged and re-sold?

How about learning to fulfill your own orders and making sure all of the items you ship out to Amazon customers are CLEAN and new?

At this time, unfortunately this is not an option. A few years back there was a pilot program wherein all FBA returns could be set to return to the seller, but it has not scaled out beyond that pilot. If that ever changes we'll be sure to publicize it here on the forums!
