GTIN Exemption Approved: Next Steps for Listing

I am a new seller offering hand-printed bags. I have received GTIN exemption approval. Please let me know how to list my products after receiving this approval. On the New Listing page, even after entering all my product information, the "Apply to Sell" button still appears.
