inventory levels on used items

Right now our account is setup so that if an item comes back into the FBA system as used, Amazon automatically grades that item, creates a new listinf for it, and tries to sell it. I like this system, it saves me from having to get the items shipped back to us, grade them ourselves, and create listings for them. But I have two questions about this option.

First off, when Amazon makes the list of what they recommend we restock, my list of full of the listings that Amazon has created for these used listings. Is there a way to not get recommendations for sending in more used items, since we just don't have this to send.

Secondly, I know they're going to start charging us extra fees when our inventory is lower than they like. Will this system penalize us for having very low amounts (usually just one or two) of the used skus in stock? I'm getting suggestions to send in dozens of used items for many of our ASINs, I am afraid that Amazon will start penalizing us for not having more of these available. Thanks for reading.

Low-inventory-level fee

The low-inventory-level fee will not apply to any of your ASINs that have sold less than 20 units in the past 7 days. This calculation is specific to each seller.
