According to the help pages, you can set up a Japanese seller account through the Sell Globally dashboard (https://sellercentral.amazon.com/help/hub/reference/G201841970). Here's how:

1. Go to the Sell Globally page in Seller Central (under the Inventory tab)
2. Select Japan as your region
3. Choose "create a new selling account"
4. Click "Register now"

You'll need to provide (https://sellercentral.amazon.com/help/hub/reference/G201468460):

• Valid credit card
• Phone number
• Tax information
• Identity verification documents (photo ID and recent bill/statement)
• Bank account from a supported country

The good news is that while registration is on Amazon.co.jp, you can manage your Japanese Seller Central account in English once it's set up.
