Premium A+ content not unlocking

I have made sure that every single brand owned ASIN in my catalog has been added to my Brand Story; and I have five A+ content project submissions in the past year in approved status. According to the qualifications listed on the A+ content page, this help article, and this forum update, that should be all I need to do to unlock premium A+ content. However, Friday 4/19 came and went with no premium access granted. I contacted Seller Support via chat, who confirmed I should be eligible and directed me to Brand Registry, who told me that I needed to contact them through my seller account instead of my brand account (??), so I opened a new case with Seller Support (all case IDs below in order).

We have gone around and around, and I have made the issue I'm having as clear as I possibly can. I even specifically asked if they could just (a) tell me when it will be unlocked, (b) tell me if there is something missing I still need to do, or (c) tell me if there's some mystery issue they need to look into. Surprise surprise, no matter how clearly I ask I keep just getting canned responses with theoretical information about unlocking Premium A+ content instead of someone just looking into it for me and trying to help.

My last case is still open but I have no hope at this point that they will actually address my issue. The most recent response I received contained directly conflicting information ("Premium A+ access is granted monthly and is not automatic" and "This access is not manually given by Seller Support, nor we can manipulate it in any way, since it is an automatic algorithm"), which was also outdated and/or incorrect as they mentioned 15 project submissions (this is what it used to be but it switched to 5, I believe about 6 months ago) and they said it's granted monthly but on the A+ content manager page it says access is granted every Friday.
