Multilingual Images - cannot upload country specific images

I have been trying to resolve this for almost a year. No matter what I tried, I haven't been able to upload country specific images. Tried seller support a zillion times, they send me some generic responses that never help a bit. Here's an example of brand registry support answer:

"When reviewing the attribute you want to update for this ASIN, it turned out that it has already been requested by another brand representative who is winning the contribution. We are unable to make updates as per your request; we recommend that you contact the winning contributor's account to arrange the update of the images. Once you have agreed on the new values, the other brand owner can make the necessary updates in Seller Central. I understand that this is not the expected result, but I have done my best to provide you with the correct information based on our current policies. At this point, I will resolve the case as no further action can be taken at this time."

I am the sole brand owner. This is complete BS.

So my images are in English, and I can't upload images with German, Italian, Spanish and French text. Has anyone experienced this?
