What to do when a customer abuses "replacements"

So the customer buys a backpack. They say it is "broken" when it arrives. They request a replacement. You have two days to send out replacement. The bag you get back is absolute garbage. Probably three years old. Obviously the old switcharoo. You can't file a SAFE T CLAIM because you were not debited. You just ended up sending two. How do you make a claim that you received garbage back. Don't know what to do!
