Import duty into EU from UK for fba shipments to FC's

When we send a box of product to, for example, Italy, we need to declare the value of that consignment to Italy customs people. There are two factors to know;
1. What actual monetary value should be declared?
2. What is the category of the transaction, is it 'Sale of goods, gift, etc etc because this affects what import duty is payable?
The goods are not being sold to the Amazon Warehouse, we are just sending the goods for Amazon to handle picking and shipping.
We have had to halt the listing until fba is set up, because import duty is so high, and we are hoping to overcome what is approximately and extra 20-30% on the end cost due to this duty.
From other sellers on this forum, it appears that they just avoid selling into the EU (with 300million shoppers!!)
