Return Reason "Performance or quality not adequate"

This might be an obvious answer but i thought i would check with people. We have a return for return reason "Performance or quality not adequate" which of course is different to "item defective". Its not a return reason we get very often.

My question is, would it be fair to charge a restocking fee for the item if it is returned used?

I wouldn't usually charge a restocking fee for a defective item but the item has not been marked defective, they have marked it that they don't like the quality (which in itself feels more like a change of mind return reason in my eyes)
