Opened my account and already paid the £30 Gave the information needed and then my account already been decativated they demanding more information for a utility bill i live with my parents it wont be in my name is that not accepted and i have a bank statement which should be a form of proof of address
can someone help i find it unfair i have paid £30 to be just deactivated instantly stopping me selling anything within 5minutes

Its a legal requirement to provice a utility bill in your name so Amazon can verify you at your provided address. They have been known to accept a mobile bill in your name and at the provided address.

Take a look at this - this is the reason for the info being required - its KYC.
A bank statement should be OK as a valid proof of address. However be aware that amazon, who will never provide you with a printed invoice insist that you provide a scan of a hardcopy of your bank statement.

The £30 is the monthly subscription fee for the professional selling plan which you have signed up for. It is payable as soon as you created the seller account, regardless of whether you have sold anything.
Amazon verify all accounts (know as Know Your Customer, due to money laundering) and they need bills or bank statements in your selling name at your address.
Whilst you are going through verification you cannot sell on Amazon - so it would be best for you to downgrade to an individual selling plan during the verification process so you do not get charged the £30 fee during that time (verification can take up to 4 weeks)
Once verified and approve to sell on Amazon, you can upgrade your account to the professional selling plan again - but be aware that you will be charged £30 as soon as you do that.

In addition to all the above replies, ALL new seller accounts are deactivated whilst they verify both your personal ID and business info. If you don't have utility bill in your name, then they usually accept a mobile phone bill.
When you click on the 'sign up' button, you are automatically signed up for the professional selling plan, so they will take the £30 - you need to downgrade to the individual selling plan so you do not pay anymore fees until you can start selling. You need to do that corectly.
Go to settings (cog wheel top right) - account info - manage your services - Sell on Amazon - Sell on Amazon - again ! - click on 'individual button - apply changes.
To get a refund of the fee you need to open a case with Seller Support 'help' and request a refund.
Not sure if you are in UK, but if you are hopefully you are aware you need to be registered with HMRC as self-employed, have received your UTR and supplied to Amazon to have a BUSINESS seller account on Amazon. (please ignore last advice if you know - but there are so many new sellers do not know !)
