Can't send in FBA products that were removed before LTSF in FEBRUARY

I removed a bunch of my Christmas specific items that didn't sell over Christmas last year before the LTSF on February 20, 2023. I went to create a shipping plan to send those Christmas back in for this year and get the error:

"Units of this ASIN had pending Long-Term Storage Fee charges and were removed before the LTSF charge. Your ability to send in more units of this ASIN has been limited."

Per Amazon's policy here:

https://sellercentral.amazon.com/help/hub/reference/GJQNPA23YWVA4SBD

"If you remove units of an ASIN that would be subject to the aged inventory surcharge at the next inventory cleanup date, you won’t be able to send us more units of that ASIN for three months after that date. "

The date on my removal slip (which I have) is FEBRUARY 20. That's 7 MONTHS ago. I opened a case and got the answer of:

"You may regain the ability to send limited quantities of ASINs: B08KSHY7S6 and B08KSK2HQM to Amazon if your inventory levels are less than your total projected sales for the next eight weeks, based on your sales from the past 90 days."

These are CHRISTMAS items (they literally have Santa Claus on them) so I close the listing for 10 months of the year and reopen it around now, there are no sales the last 90 days for this reason. The 90 day lookback doesn't make any sense in this case. Any idea what to do here?

Hi @Seller_4yEBEO4XdUKiT, if you share this case number I'd like to take a look to see if I can glean anything else.
