Cannot really help or advise, but I agree, it is insane.
First of all I would contact the customer with the photographic evidence of the delivery and weight, saying that there is no evidence of an empty box or the package having been tampered with - see if they respond.
Then I would consider small claims court as you have absolute evidence - I think you have to take Amazon, not the customer. The other possibility is mediation, but don't know much about that - check it out.

a-z and instant refunds by Amazon are absolute joke. same goes on safe-t claims - we sell electronic products with serial numbers on them. we scan every item out of the warehouse. numerous times customers have ordered a item and then sent back a old used and damaged item in the new box. Amazon just refund it and then reject the safe-t.

I am so sorry you have experienced this. I had another atoz claim filed and now they have stopped my shop because of my metrics. Currently considering ditching amazon. It is a sorry state of affairs :(

Unfortunately this is the cost of dealing with Amazon. We have numerous A-Z claims saying not received even if we have a photo of the recipient accepting the parcel, GPS and a signature - Amazon will just grant the claim and of course this goes against us. Thankfully our AOV is just £50. As much as it will keep you up at night, the choice is either accept that Amazon don't give a crap about their sellers and you need to factor these losses into your costs or find another platform to sell on. I look forward to the day when Amazon are ordered by the courts to treat us fairly. It's happening - from May they are being forced to fairly grant us the Buy Box.

We are seeing around 20% of orders with various claims made by customers, from late delivery, changed mind, cancel order, not as described. It takes up so much time, whereas ebay is much easier. I would explore the small claims court, you have nothing to lose.

I recommend that you appeal. Include all the information, shipment date, carrier, tracking ref, parcel weight, tracking history from courier, expected delivery date, actual delivery date, delivery photo and ESPECIALLY the evidence that the box had not been tampered with before delivery. Emphasise that the delivery photo clearly shows the seals on the box, point out to the reviewer what they look like.
In my experience overload on the details is essential.
If that fails, then take it to the MD of Amazon.
I wish you luck.

Appealing to Amazon is a complete waste of time, entirely automated, always finds in buyer's favour. Contact the buyer directly with a legal "notice before action" for fraud. You will likely find that the item magically reappears. If not, act on it if I were you, otherwise they will try it again.

try FBA they just get an instant refund no need to a to z
I am afraid this is amazons platform and they want buyers to keep coming back even the dishonest ones

Can you not just involve the police, surely they could search property if you say they stole whatever it was.
