Do I have to upload my VAT number to Seller Central? I haven't crossed the threshold and my account is 3 years old. I am a british citizen?

How can you upload a VAT number if you are not VAT registered ? The threshold is now £90,000. Is there anything on your account that could indicate that you should be VAT registered ? - any non-UK directors, or addresses etc.
What was the reason for the deactivation ?
