I am sure that just one cancelled order will not lead to deactivated account - UNLESS you have already cancelled others. If you do not want to ship overseas then you need to check your shipping settings, that international is not ticked.
It does not mean they are a 'scammer buyer'.

If you are that worried about the defect I would ship the item and take the financial pain and time that comes with it.
You can disable shipping to EU countries so look into that for future orders.
Not sure why you think it is a scam though just because it is going to Germany.

Agree with others. Unless they put a german address but left the country as UK to get around the postage its not a scam.
if you didn't have international shipping off on either your account or templates - then you either
- cancel the order and accept the outcome or
- process the order and take the hit

If you have cancelled previous orders and are afraid of your account being blocked .. then take the hit and fulfil the order. Think of these extra charges as advertising cost .. email the customer the tracking number and follow thru .. and once they receive it, request for a feedback .. this feedback is what you are now paying for .... or check the shipping settings and ensure internataional shipments are not ticked.
