No Option to Create Shipping Template

Hi everyone,

I have been trying to create a shipping template by logging in to Seller Account > Shipping Setting > This is supposed to be an option to "Create Shipping Template". But you can see in the picture, after following all the steps, this is all I got. Where is the option to create a shipping template? Is there anything wrong with my account? FYI, I do have FBA and FBM active listings.

Do you have a professional account (paying $40/month)? Shipping Settings require a Pro account.
