RETURN REASON: Shipping address undeliverable but Seller is not reimbursed for the FBA fees

Hello Amazon Team,

I have been charged and not refunded for the FBA fees where the RETURN reason is " shipping address not deliverable"

so Amazon was not able to deliver goods to the customer, so why my FBA fees are not refunded to me? it is not the seller or product fault for the seller to be charged for this RETURN.

the case ID from seller support for which i do not agree with their advise: CASE 16570079401

Can you help please.
