The CPC is higher than the bid (Product/ASIN targetting)

Lately I have noticed the CPC going WAY above the bid I have set (for Product/ASIN AD group). I have the Campaign set as 'FIXED" bids, so there should be no increase.
I do have some % multipliers for Top of search/Rest of Search, but not for Product Pages. Before, this would not increase the Product Targeting campaign bids. However, lately I am seeing these ADs get its CPC higher than the bid.
Has something changed in the last few months? Before the CPC was never above the bid amount for any given targeted ASIN. Now the bid is sometimes increased by the "Top of Search" % multiplier. I thought ONLY the "Product Pages" % multiplier increased the bid?

I do know that the Amazon Advertising Help page on CPC indicates: "Higher CPCs typically occur in the weeks leading up to and during major shopping events.", and Prime Day is coming up, which may have had an impact here.
