How can I send shipping cost to the buyer?
I refunded the buyer for the product.
But since the customer paid for the return shipping himself, I have to give him an extra refund.
Since I refunded the money for the product, the refund request is shown as completed.
I would appreciate your help.

I am not sure it can be done retrospectively - there is the option to refund shipping at the time of the original refund, though it is so long since I've had to do a refund it might have changed !

Following up on @Seller_ZVAz3d5lZuGid's comment, it appears that the option to refund return shipping was available when issuing a full refund.
Sharing with you Issue a full Refund help page.
On the Refund order page, under the Amount to refund column, the returned item will automatically default to the Refund full amount.
- Required: Select the appropriate Reason for refund. This will automatically default to ‘Customer Return’
- Optional: If you would like to reimburse the buyer for Outbound shipping, select the box to Refund for outbound shipping
- Optional: Charge or Refund for Return Shipping
Additionally, remember you always have the option to contact the buyer directly through Manage Returns if needed.

I've just gone into an order that has already been Refunded and from either Issue refund within Manage Returns or via the Refund Order in Manage Orders - it allows me to enter Additional Refund/Charges, even though a refund has already been applied. It will cap the value you can refund - bt it looks like you can still do it.
