Why such double standards amazon ? How can one seller have fateured offer in FBA and not have it innlocal shops.

Using FBA does increase the chances of winning the feature offer, however there are non-FBA listings that are eligible to have it.

I can recommend to always have inventory on stock, providing as much information as you can, avoid getting Account Health hits.
