We have observed that in our experience, we must have at least 5 boxes and all with the same exact quantities of each item. If even one box has 1 extra in one box, there will be fees.

All depends and your guess is as good as anyone's. Supposed to be 4 identical boxes with identical ASINs and Qty. We have spent houres before creating up to 6 identicle boxes only to be denied and have to pay placement fees! WE followed all rules too. Best bet is to get into AWD but that is another set of rules and issues. Noit for teh small seller at all either

Dominic from Amazon here, happy to help: To qualify for the Amazon-optimized inbound option with no inbound fee, your shipments must include at least five identical cartons or pallets per item. Each carton or pallet must contain the same quantity per item and the same item mix.
