We tried to process a refund for the buyer and upload the label. The interface showed "There was a system error. Please try again in 15 minutes." We have applied for help from Amazon, but Amazon has not processed my case for half a month.

Try clearing your cookies, browsing history and cache and resetting your device. Is your device allowing third party cookies?

If none of that works, you can try the Technical Support Page or opening a case with Seller Support and posting your Case ID for any CM that might happen by your thread.
