Customer never picks up order....

I had a question in regards to a handmade order. A customer placed a large order with me, all of my items are made to order. I made the items and I shipped them out early. For some reason Amazon would not allow me to ship the package through USPS even though that's my selected service, so I was forced to ship through UPS. After I purchased shipping for the package I found out it was UPS sure post. After it was handed to USPS, UPS marked it as attempted delivery but not as delivered. When I track it through USPS it says that the package is available for pickup. The order was shipped to a PO box, so the post office is holding the package until the customer picks it up.

When I track the package today, it says the customer only has a few more days to pick up the order or it will be returned. My question is, if the customer never picks up the order and the package is returned to me, does the customer still get a full refund and I'm am I out all that money? I have a no refund policy because these items are made to order, specifically for the customer, not customized but made for the customer, and these are sensitive items that cannot be resold if they are returned. So I have a no refund policy.

The order was large enough that I used up most of my ingredients, and had to spend quite a bit of money to replenish my ingredients. So if the customer doesn't pick it up, it gets sent to me, I can't resell these items, and if the customer is refunded then I am out all of that money and the ingredients. If I file a claim I may be able to get my shipping back since the customer never picked up the order, but what about everything else? Has anyone else experienced anything like this? Any idea what I can do?

In the meantime I will share here the policies for Amazon Handmade. It seems that for your case you can focus on the 'Customized Products: Items offered with customization options are ineligible for returns but still fall under the A-to-z guarantee.'
