I could not take any Gtin Exemption for my product

Hello,

I could not take any gtin exemptions for my products. I have not any barcodes and in Turkey they are very expensive so I should take Gtin Exemption. What should I do? Why does my product not take any gtin exemption(Product ID)? Please help me. I can not load any product and can not list.
