Why would this be happening? Same buyer, multiple orders, different addresses, multiple chargebacks?

Buyer placing multiple orders for the same low cost product shipping to multiple different addresses? Multiple chargebacks have been submitted and one of the people who received the item emailed me to say they never ordered it and are not the one who filed the chargeback.

Could someone be setting me up with brushing allegations or is there a different reason (scam) that I haven't heard of?
