I understand that you need assistance to reinstate your account and that you're not interested on sell in the USA marketplace.

I would like to ask you to specify if you have access to your USA account or not. If yes, you should proceed to reinstate it and only after the reactivation you will be able to request the closure. Once that you will reinstate USA account you will be able to reinstate EU account following the instruction provided in your Account Health Dashboard.
