We are currently experiencing a troubling pattern of fraudulent returns. Specifically, we have received multiple empty envelopes as returns for items that ship exclusively in boxes due to their size—items that could not possibly fit into the envelopes being used. This is clearly fraudulent behavior. We have now received three such returns in just two days, all from different buyers located in different cities. However, all the return shipments originate from the same city in New York State and arrive in identical envelope styles, indicating a coordinated and large-scale fraud scheme.
While Amazon has approved our Safe-T claims for these cases, the reimbursements are incomplete. We are not being refunded 100% of the item value, and the return shipping fees are not being reimbursed at all. This is unacceptable.
Furthermore, we are anticipating the arrival of another return tomorrow. The return label again tracks back to the same city in New York, despite the original shipment being sent to a different state—another clear indication of fraud, consistent with the previous cases.
We must ask:
Why does Amazon not refund 100% of the item value in proven fraudulent return cases?
Why are we not reimbursed for return shipping costs incurred due to fraudulent activity?
Why is there no meaningful protection or support for honest third-party sellers who fall victim to schemes that are repeatedly perpetrated on Amazon’s platform?
We are subject to constant and relentless fraud through this marketplace. The scale and organization of this activity make it abundantly clear that it is not isolated—it is systematic and ongoing. As a third-party seller, we deserve and expect adequate protection against criminal exploitation, especially when the evidence is so blatant.

We have on 7 of them from Uniondale, NY and Ontario, CA all different than the return address on the envelope. I have been selling on Amazon for 10 years and have never seen this yet.

Same issues with us. 7 empty returned 4 x 6 envelopes in the last 3 weeks or so. Most are for the same or similar fairly low value items ( about $25-40) .
This is clearly a coordinated and planned fraudulent scheme being perpetrated on lots of Amazon sellers. We have reported each using the Amazon "Report Abuse" link which is at :

We get the same canned , useless response from Amazon to these Report Abuse each time saying they'll never tell us what they've found or whether they're doing anything to stop the fraud. Apparently they have watched the Wizard of Oz too many times and enjoy being hidden behind the curtain.
Can a moderator weigh in as to what if anything Amazon is doing to stop this widespread fraud?

we have the same issue. same white 4x6 envelope (we only sell things that fit in very large boxes) 2 of them came with a silly pokemon notebook something suspicious is going on... anything amazon is going to do here? Are they posting fraudulent negative reviews, keeping the items and reselling them?

So I spoke the a SAFE-T claims specialist and asked what sellers can do in the meantime as they continue investigating: Sellers have the option to charge a re-stocking fee up-to a 100% for a materially different return. If the buyer raises an A-to-Z claim and is granted, sellers can appeal to the claim decision via Seller Central. In case when a seller fails to issue the refund in the same case and Amazon issues it on their behalf, they can file a SAFE-T claim.
