Verify Establishment for Value Added Tax (VAT) help

I am an LTD company that is VAT exempt and I am being asked to provide the below documents to prove this.

I have submitted the required documents 4 times and been declined each time and im really lost,

They have £2500 on hold and are telling me if i don't send the correct documents in 21 days i will have to pay back all Unpaid VAT on my previous sales and going into the future!!!

I am so lost in what documents to send i keep getting decline, Any help would be greatly appreciated as i cannot afford to take this hit and I DO NOT need to be paying VAT... My business is registered to a virtual office address so im having difficulty with proving utility bills to that address as i dont use it and for my personal address is my mother address as i still live with her so my name isnt on those utility bills either!!!

(I submitted my driving licensee)

Business Registration proof

(I provided letter of incoporation from companies house)

Evidence of physical operations in the UK

Proof of Permanent Employment and Bank Account

( I did my business bank credit card statement)

All the above documents i submitted got declined so any advice on what documents to send would be greatly appreciated

You are very unlikely to be VAT exempt and selling on Amazon as that has quite a narrow definition with HMRC. If you mean you asked Amazon to be "VAT exempt" to stop VAT on some of their fees, then you aren't legally VAT exempt.

I can't see how an invoice for software would be acceptable as it doesn't prove physical operation in the UK. They really want proof of goods purchase / delivery to a UK address.

Virtual addresses really seem to be a problem on Amazon at the moment when it comes to VAT. I can partly understand that as Amazon will know that none of the many businesses likely registered at your address are actually operating from there.
