SDS Submitted but Still Fails Review – Looking for Advice

I'm running into an issue with the hazmat (dangerous goods) review for one of my ASINs and would really appreciate any insights or shared experiences.
I’ve submitted the SDS file as required, but the system still won’t classify the product. In fact, the document was identified as a "certificate" instead of an actual SDS. As a result, the listing has been locked for a long time, leading to high storage fees.
Here’s the feedback I received from Amazon:
“Please upload a valid SDS for this ASIN. We do not accept product composition sheets.”
“The archived document is a certificate, not an SDS. Please upload a valid SDS for any product under this ASIN that may be considered a dangerous good and contains chemicals.”
I'm wondering:
For those of you who passed the review, what specific details were included in your SDS files?
Does it have to be issued by a third-party lab, or can a manufacturer's SDS be sufficient?
Any tips to avoid the system misclassifying the document?

Some SDS's get accepted and some don't. No reason given, no clues as to what needs changed. I cannot find the logic behind it and I'm struggling with the same thing on multiple ASINs...
