You are likely receiving this message as some products do require approval to sell, however at times certain products due to risk factors like authenticity or Brand restrictions, are currently not accepting applications. If your account does not qualify to sell a product, it may mean that the product has metric or sales history requirements in order to sell, however Amazon will not be able to share the specific details on why your account does not qualify.
