Shipping Template tab not visible

New to Amazon and doing ‘fulfilled by merchant’. On going in to Settings then Shipping Settings I do not have a tab saying ‘Shipping Template’. Why is this? Should I be ‘fulfilled by Amazon’ to get this option?

No, you need to be a Pro seller, paying the £30 monthly fee.

they charge me 30pound but i also did not get the shipping template preference…does anyone know why?
