Doorstep charges - EU business customers charged VAT, duty and fees on the doorstep - how to prevent

I have tried to get a reply to the below from Seller Support but got nowhere so hopefully someone here can help?
There is a problem when an EU BUSINESS customer buys a product that is Fulfilled by Merchant from the UK.
Amazon Seller Support told me that IOSS does not apply to B2B shipments such as this. Certainly the IOSS logo does not appear on the Royal Mail shipping label.
So, on the doorstep the customer gets billed tax, duty and admin fee. The customer is surprised and complains, or pays the bill and then tries to get a refund from us.
I understand that the tax and duty element of such an order is NOT being paid by Amazon through IOSS, and therefore we can refund that without loss. The problem is the admin fee, which can be €10 upwards and is an un budgeted cost that wipes out most or all of the profit.
For the time being, when a business purchase arrives, I contact the customer to advise them of the above. Often they don't reply. This is messy. I end up with late shipments and / or cancelled orders. I need to do something about it!
My questions are:
1. Is Amazon warning EU business buyers that they will be billed VAT, duty and fees on the doorstep when buying from UK? If not, why not?
2. Is it possible for us to change a setting such that we do not make sales to EU business accounts?
3. Is there any other way to ease the current pain of this situation?
