Restocking Fee Issue

Im running into an issue where customers are returning used and damaged goods but when i go to charge restocking fees, they are already Prior refunded when the item is scanned into the shipping carrier. What can i do about this issue as it is causing me to lose lots of inventory and money due to customers getting away with trashing my goods and getting refunds in full.
