SAfety claims for restocking fee?

From my understanding we can use safety claims for restocking fees as we can't do that whewn they buyer is autorefunded on first scan.

Right?

Lately I've been getting the

"The issue you reported is not covered by the Prepaid Returns for Seller Fulfilled Order program."

response form safety claims. No explanation at all.

How do I get my restocking fee on somethign they returned in worse condition than it arrived?

If you receive a damaged or materially different return due to customer fault, you can file a SAFE-T claim on Seller Central within 60 days of a refund charge to your account.

Please advise the claim ID whereby you received that reply and I can take a look.
