I have been trying to submit the promotion repeatedly for more than 2 weeks, but I always get the same error. How can I solve this problem?

Hi - I've just been having the same issue. took me hours and no help from Amazon support I have finally worked it out.
When you click 'create a new deal' you go to you 'eligible items' screen.
You see a list of products typically it says something like
MyPRODUCT and under it it says Best Deal
MyPRODUCT and under it Lightning deal.
Look across to the column 'Eligible events'
The MYPRODUCT is ONLY eligible for you to advertise in those events (it probably only says PRIME DAY WINDOW)
when you go to the next screen if you pick ANY DATE OTHER THAN PRIME DAY - it will let you select the date and won't tell you your wrong you'll just get a 1401 error. You can only pick the date for Prime for thee deal to go through.
I have NO IDEA how products could or would become eligible for weekly deal dates though I do have a couple eligible for 'Everyday Essentials Week'
