Return Orders

Hello,

Some customers place orders and ask for an invoice, especially at the end of the year. After sending the invoice and order, they return it with reasons such as "I don't need it anymore." Not only do we lose money due to shipping and other expenses, but they also pay less tax by using the invoice. How can this situation be avoided?
