Who is stealing shipment contents, is at Amazon's staff or Amazon?

At the start of my journey I had an issue when creating a shipment and noted afterwards that one of the ASINS was not on the contents of the shipment, after it had shipped. Amazon SS informed me that any unexpected items should be counted, but of course they were not and Amazon refused to investigate, despite photo evidence of the shipment, and their own camera footage will have showed the items being in the box.

Ive since tested their proceedure by adding a worthles item into a shipment, with my FNSKU on it, and it never went into my inventory, so either the FC stole it, or Amazon just steals it into their inventory.

Im reminded of this issue, as I recently had UPS turn up while finishing a box and as I was waiting for the product to load into my inventory and rush its completion, I put my FNSKU on the item, but did not add it to the contents. I noticed this error as my inventory did not show the item inbound, so I checked the shipment contents. I immediately contacted SS to inform them of this and now the shipment has been counted, the first response so far claims its not available for investigation, as they cannot "trace the item". So this begs the question, WHO IS STEALING THE ITEMS AT THE FC, IS IT AMAZON STAFF, OR AMAZON?
