Greetings to you, so 2 or 3 days ago my bank account was charged 48,79€ for settling my amazon seller account I wanted to if i will be charged again? or i will be will the amount that was taken will be refunded to me? If yes how many days does it takes to arrive in my account,

you have been registered as account pro. in this case there is a monthly fee to pay that is 39 € plus vat.
if you register as account base you dont have to pay such fee.
to change to account base you have to downgrade from pro to base, and to do that you have to press the gear icon in the up side at right, "Account info".
if tou don't have yet used the account pro features you can ask for a refund

if you register as account base you dont have to pay such fee.
