Products in "Receiving status", but need inventory sent back

I sent in products, which are now in "receiving status", but need products sent back now. What is the best way to do this? I closed the listing, but do I need to delete? When I try to create a removal order, the "Fulfillable quantity for removal" and "Unfulfillable quantity for removal" boxes are grayed out and say N/A.

In order to move forward with a removal order, you will need the shipment to finish the receiving process and be in the "closed" status.
