Automated refund for 'Item not received' when tracking shows delivered

I am seeing an increase in the number of refunds made by Amazon with a reason code of order not received. In all cases the carrier tracking and my seller dashboard show 'item delivered'

I am having to open and monitor a number of SAFE-T claims to ensure that I get refunded.

Not sure if this is a buyer scam or a new policy that refunds buyers as soon as a claim is made for non delivery.

In all cases so far I have been refunded by Amazon but its just another task to manage this.

Anyone else seeing this?
