Same process as usually, so stop lying that we offer free returns. Never have! The option is selected properly on returns settings page. And yes, I walked your team like my dog on a lease about this matter, screenshotting our setting and showing them, but still the audacity to keep replying in such a disrespectful manner is unbelievable.
Reason:
The item for which you requested a reimbursement of the cost of the return label is eligible for free Returns.
Policy:
By offering free returns, you are unable to deduct the return shipping amount from the refund for in-policy returns, regardless of the return reason. In cases where no prepaid return label was offered and the buyer has shipped the item back, you are required to refund the return shipping amount to the buyer.
Stop offering horrible support! My time is valuable! and it's 10:35PM right now. I can't keep wasting my time on this one transaction that I already loss money on. Figure it out.

You're raging over what? $10?
If your nerves are 'boiling with rage' over something as inconsequential as this, then you need to stop selling on Amazon, or you're going to have a stroke when the day comes that they really screw you over - and that day eventually comes for all of us.

I think you are misunderstanding the policies. Look at your General Settings, by default and as outlined in Amazon's terms, all sellers are automatically enrolled in prepaid returns for ELIGIBLE return reasons within applicable marketplaces. Any reason within policy and deemed a seller fault, would result in the buyer receiving a prepaid return label. Period. You would use the claim to challenge the buyer return reason if there was a warranted reason. For example, return reason marked Different from what was ordered, but buyer may have included a note saying the item was too small, even though a small was ordered, shipped, received and returned. You would then have grounds to spend time challenging and getting reimbursed for the return cost.
The Return Program Settings option are for sellers who want to offer free returns for all items NOT JUST SELLER faulted items and/or customize by ASIN for whatever business reason they may have, and the reason for your agrevation is likely due to it not being relevant at all to your situation.
This change was announced a while back and with lengthy discussions and gripes, however, and it pains me to say this, it's why Amazon continues to be the powerhouse that they are. For sellers, it's a cost of doing business on Amazon.

It's my understanding that Amazon *requires* the ability for customers to return for free, for reasons that qualify for it. Otherwise, the return shipping is deducted from the customer refund. If they choose a reason like "defective" (which, let's be honest, many of them do just because they don't want to pay to ship it back when it was their error) then you can wait for it to be returned and then file a SAFE-T claim. But I am unaware of any way to absolutely deny any and all return shipping.
Side note...while I understand the principle of the thing (I fight these out myself), if you're THIS upset and playing the "my time is valuable" card, it may be time to cut your losses on this one.
